NASSIT AND NRA SIGNS MEMORANDUM OF UNDERSTANDING

NASSIT AND NRA SIGNS M.O.UThe National Social Security and Insurance Trust (NASSIT), has on Thursday, 8th August, 2019 signed a Memorandum of Understanding (M.O.U) with the National Revenue Authority (NRA).In a press conference held at its headquarters on Walpole Street, Freetown, deputy head of public affairs at NASSIT, Mohamed Bangali, intimated that, the two institutions are coming together through this MOU so as to be able to share data. He said, the MOU will further help them collaborate in coordinating in their various places of work.

He further commend NRA and NASSIT as two key institutions that are vital in making Sierra Leone a better place.Mr Bangali also said that, the robust collection of taxes by the National Revenue Authority and the payment of salaries must be closely coordinated which will create a convenient and stable situation for retired workers through the social security fund.In his speech, the commissioner general of the National Revenue Authority, Dr Samuel Gibao, wholeheartedly thanked the director general and the entire staff of NASSIT for what he cited as a memorable day for both the two institutions.

He said Thursday’s occasion was a clear manifestation of how no one institution can work in isolation, and the agreement between two will create a strong bond that would harness their great job for the benefit of the country.He said the agreement with NASSIT for them at the NRA is very critical coming in a time in which the institution is taking so many reforms which amongst them he highlighted, is the Integrated Tax Administration System(ITAS). A system which he says, is not only going integrate its operations at NRA, but would also interface with key external players.”You all know NASSIT is also critical, we don’t collect one of the taxes that is driving our revenue out of the PAYE an information that is highly needed by NASSIT”, he said.

He added that, individuals have no reasons to hide their true income to NASSIT, a position he says will jeopardise their end of year benefit.Mr Gibao further stated that, this agreement with NASSIT will see the two institutions share real time information.”We are not collecting taxes, but also want to make sure that people are genuinely contributing to the welfare of this nation. Taxation goes beyond just generating revenue”, he continued.He concluded that, he is highly optimistic the inter-relationship in sharing information between the two will help make the 20% GDP target set by the president to be achieved by the end of the year.

The Director General of the National Social Security and Insurance Trust (NASSIT), Mr Mohamed Fuaad Daboh, in his statement said, on behalf of his institution, he’s highly elated to be part of a history making event which has seen for the first time, two great institutions in the country have come together in Union to append their signature to an MOU that collaborate, creates and enjoy the synergy both institutions enjoys. He said both institutions have come a long way for them to establish that relationship. Mr Daboh furthered that, both institutions have their objectives but there are times were those objectives are condescend together to form one.

He said NASSIT is very much key in data management and sharing in the country and it’s in that light both institutions have decided to collaborate in data sharing.”NRA is not the first institution we have collaborated with, but have also had ties with the National Civil Registration Authority (NCRA)”, he noted.He outlined the key components of the MOU which amongst them are;a. Exchange data information to facilitate effective execution of the provisions of the respective out governing of the two institutions.b. To also engage effectively in the collaboration and,c. NRA to provide tax payers office and data of its entry to NASSIT, whiles NASSIT to provide all data of its contributions to NRA.d.

Both institutions will include three members of contributors from their data base way forward.”Our mainstay at NASSIT is data management, so we should be informed and accept the fact that, the data we have will now be shared with NRA at certain level”, Mr Daboh confirms.

The Eagle has woken up and I’m seeing him landing peacefully to see his town and District beautified, the silence of an eagle can not be determined by any magician or Wizard in the time of reformation and development as things are no longer falling apart in the side of the Executive Director of National Youths Service.

Mr. Mohammed Onanah Jalloh, The Executive Director of National Youths Service has today given the sum of three million Leones (3,000,000) to the District Youths Council for the cleaning and beautification of our beloved township. He has demonstrated a sense of giving and helping to his district, recently he gave the sum of one million three hundred thousands Leones (le1,300,000)to the youths Council to prepare for food and water for those who took part during the cleaning process.

Further more, in a phone talked toady, he said he wants to see Moyamba beautify by planting flowers, cleaning the gutters and public places within the township. We’re ready to work in the betterment of the district said “Mr Jalloh”. The peoples Centred personality continued by saying he’s coming into complement the efforts of Moyamba District Council in the area of beautifying the township. Finally the Youths Chairman and Council want to assure the Executive Director that proper and efficient use of the money shall be the thing of the past.

We’re hoping to see more descendants to come on-board to help glow our youths and the District. We do not want see people coming when elections are nearer or around the corner, we need people with high sense of giving back to Moyamba. The money is currently with the Chiefdom Youths Leader Mr Mohamed Thollie for proper utilisation and efficient Management.

AU-ECOSOCC Chairman Speaks on Corruption, Refugees and Forced Migration – African Leaders should fight corruption and provide against conditions for refugees – Saffa Abdulai

Sierra Leone’s renown lawyer and humanitarian activist who doubles as chairperson of African Union Economic, Social and Cultural Committee, Emmanuel Saffa Abdulai Esq, has called on African leaders to fight against corruption and provide better conditions for refugees and displaced persons within the continent at the AU-ECOSOCC conference for civil societies and African political heads on 5th and 6th August, 2019 in Casablanca, Morocco.

In his opening statement on 5th August, Chairman Emmanuel Saffa Abdulai Esq said, the AU-ECOSOCC must at first thank the host nation (Morocco) of the conference for taking the major role in pushing the AU’s agenda on forced migration, internally displaced persons and refugees.

Mr Abdulai said, Morocco is leading the policy reforms and implementation of the African Union Refugees, Returnees, and Internally Displaced Persons, which was the theme for this year’s AU-ECOSOCC conference.

“Morocco has established the laboratory to gather data on forced migration, internally displaced persons and refugees. “We therefore urge the Moroccan government to expedite these processes for speedy reforms”, he stated.

He said the AU’s framework on refugee and internally displaced persons calls for action to eradicate the root cause of humanitarian situation. A situation all must look behind and examine the causes of civil war, forced migration and lack of economic opportunities.

“The African continent is plagued with corruption and the absence of good governance”, he said “African leaders know the problems and are now stepping out of the cold to highlight them as the AU the past year, centralised the fight against corruption as its annual theme.

He explained how corruption have badly imploded and exploded nations, which has been key reasons forcing the young and old
to flee.

“Corruption has perverted national resources, denying millions the opportunity to get food on the table.

“Corruption has starved nations from foreign investments, wrangled local investments and deprived the people of Africa economic growth that provides jobs and opportunities.

Certainly, corruption has led many young people to flee even at the risk of crossing the Mediterranean sea in unsafe means”, Emmanuel Saffa Abdulai Esq explains.

Mr Abdulai said, African Charter on Democracy, Elections and Governance would be a good framework towards addressing the root causes behind refugees, returnees and displaced persons.

“The African Charter on Democracy, Elections and Governance is a great document and needs to be implemented wholesomely”, he noted. He added that democracy that focuses on the provision of social services such as clean water, food, education for the young, the poor and the needed, needs to be the order of the day.

He called on the unconstitutional change of government and asked sitting governments avoid changing constitutions to prolong their stay governance.

“Sitting governments should be discouraged, punished where necessary, for changing constitutions in a bid to have long stay in power”, he continued.

He begs for the aggressive minimisation of corruption by African leaders using the “African Convention Against Corruption” urging member states to domesticate the document and provide political will to fight the graft.

He said AU-ECOSOCC is geared towards promoting continuous dialogues between all segments of the African people on issues concerning Africa;
Forge strong partnership between governments and all segments of civil society, women in particular, the youth, children, the diaspora, organised labour, private sector and professional groups.

The AU-ECOSOCC in furthered, will promote the participation of African civil society in the implementation of policies and program of the Union. Support policies and programs that will promote peace, security and stability in Africa, and foster development and integration in the continent.

The AU-ECOSOCC he also said, promote and defend the culture of good governance, democratic principles and institutions, popular participation, human rights and freedoms as well as social justice; and also promote, advocate and defend a culture of gender equality.

Successes and Challenges of the Free Quality Education after One Year of Implementation

The Free Quality Education is the flagship program of the New Direction government under the leadership of H.E Julius Maada Bio. During his first speech in the well of Parliament in 2018, president Bio clearly stated how the Free Quality Education will benefit over two million Sierra Leonean children from Pre- primary, junior and Senior Secondary School.

School going children from all classes in government and government assisted schools can gain free enrolment with yearly tuition paid and school learning materials provided. But after its first year in implementation, one major concern raised by many sierra Leoneans is that, was the Free Quality Education a success in its first year of existence within schools across the country?.

Reporter at I Rep Salone, Morlai Kargbo, takes an exclusive look into the challenges faced by this highly praised program aimed by the government to bridge the illiteracy gap in Sierra Leone and make learning a necessity for all.

The Free Quality Education was for sure welcomed by Sierra Leoneans with open hands despite few others who are at some points sceptical of it successful implementation.

Aimed to reduce the stressful burden on parents who hardly have the resources to send their children to school, the Free Quality Education was also met with numerous challenges which have been major concerns from parents, teachers, school authorities and civil society.

Though its was a welcoming news by Sierra Leoneans to be able to send their children to school costs free, the timing of it implementation was further questioned taking into consideration, the availability of adequate facilities by school authorities, the prompt provision of learning materials and thorough sorting out of teachers welfare – who are major players towards the implementation of the Free Quality Education in a limited time of under five months of the “New Direction Government”.

This first year of the free quality education was indeed met with inadequate learning facilities, late arrival of learning materials, ineffectiveness and ineptness of teachers performances.

The blame and counter blame game resurfaced as to who’s responsible for these alarming concerns which might dwarf the President’s intending longstanding legacy?.

Head of Finance, Admin and Program Support of the Education For All Sierra Leone Coalition – EFA, Augustine Kambo says, despite it is an over ambitious move then by the government, the Free Quality Education will be a success despite a gradual process that will take up to five years.

One key success achieved so far according to him was the recruitment of school supervisors to monitor learning within the protectorate and interior, a department which at then been understaffed.

The establishment of the Learning Assessment Unit for Basic and Senior Secondary was also a big boost to the implementation of the government’s flagship program.

He further highlighted key areas which are challenges if met by the government would make the Free Quality Education a success. The school feeding program he firstly mentioned, hasn’t taken a comprehensive kickoff though he did not denied the fact of its implementation, but questioned it consistency. The prompt response to teachers welfare he said, will enhanced the successful outcome of the Free Quality Education.

“Teachers must be given better conditions of service to keep them motivated in the classrooms” “The government should redirect investments towards teachers and provide more training for them”, he said.

Mr Kambo also said government and civil society should intensify monitoring on the free quality education the coming years to ensure it effectiveness. WASH facilities in schools were also concerns he said the government must address citing it hygienic effects on both boys and girls for a safe learning environment.

The Free Quality Education have been adjudged by different sects across the country with different perspective applauded by the lame man, with further more critics from others who think the loopholes created by its implementors threatens it survival.

According to the National Coordinator for the Civil Rights Coalition, Alphonso Manley, the Free Quality Education during its first year was faced with so many challenges that if not tackled, might threatened it successful implementation.

He said the Free Quality Education is a very good initiative by the government which will give unlimited access to education to Sierra Leonean children across the country, but has to be well supervised to meet it intended standards.

“The Free Education aspect have been achieved from government but thorough monitoring is needed to enhance its Quality”, he noted. He added that the first phase of the Free Quality Education which was the payment of tuition fees was quite successful, but questioned the delay in the provision of learning materials for pupils and teachers in the second phase.

“Effective monitoring should be mounted by government and Civil society organisations to ensure transparency, accountability and effectiveness in the process.

“Government must also ensure it does regular checking on headteachers and principals for the proper usage of the yearly subsidies given to them for the running of their schools”, he said

Alphonso Manley also questioned the availability of conducive learning facilities for children especially in the interior where he laments about the deplorable sitting conditions pupils are faced with.

“More learning infrastructures should be built by government to ensure proper sitting accommodation for pupils both in the western area and the interior”, he continued.

The side of the ministry of Basic and Senior Secondary School Education is yet to be heard on the issues put forward as challenges by the above CSO’s on the Free Quality Education but government as manifested is continuing to show strong commitment to making it successful despite many Sierra Leoneans still have sceptical thoughts of it implementation.

Excessive Downpour Render Residents in Freetown Homeless on Friday

An excessive downpour of rain in the early hours of Friday have rendered thousands of Sierra Leoneans in the capital homeless. The rain which started with little drops at around 09:00 am generated to what would be a sorrowful day in 2019 taking lives, properties damaged and residents left homeless.

The home methodological centre had never forecast for such a devastating downpour though it was signalled, there would be terrific downpours the coming days alerting Sierra Leoneans especially those in the slum areas.

Wellington, Kissy, Race Course, Kroo Bay and it environs were key affected areas in Friday’s flooding with few deaths reported while a huge number was left homeless and properties lost as well.

Family members at home and abroad were left in worries over the safety of their relatives after images of Friday’s disaster went viral on social media.

“Our properties have all been swept off including monies kept in my box by the flooded water in our apartment”, a stressed looking Isatu Kargbo explains. “Thank God for this incident happened during the day, had it been at night, who knows what might have happened to us”, she explains.

Another neighbour whose fate is as Isatu’s explains how life has become miserable for him and his family and wonder how he can get a resident for his family to at least spend the night.

“All my properties are gone including valuable documents”, he lament. Mr Kamara called on government and non governmental organisations to aid them go through their present predicament.

On 14th August, 2017, a similar incident occurred due to excessive downpour that cost the lives of hundreds of Sierra Leoneans from the Mortormeh mudslide to the flooding at Kroo Bay and it surrounding slum areas.

The government have throughout these incidences tried to relocate inhabitants from slum communities to a safer place free from flood threats. An effort deem inconsistent, ineffective and fruitless.

Unconfirmed rumour why Bintu Kaba and Dwight Smith of Housemates Salone 2019 broke up

Unconfirmed rumour and news stating the cause of Bintu Kaba break up with Dwight Smith is LAJ even though Dwight couldn’t confirm this on his interview with Etta when asked. Both ex contestants on Housemates Salone 2019 and loved up couple have now parted ways however according to Dwight there is a possibility the young lovers could get back together if Bintu decides to apologise to him.

Their breakup was confirmed by Dwight on Etta live show (Salone Lives Matter) yesterday and he is now seen close with another housemate contestant named Magdalene popularly known as Magnifa, yet Dwight denied this and said they are both friends that’s all nothing else romantic between them. Rumour has it that LAJ was the cause of Bintu and Dwight break up and they are now dating but Dwight refused to confirmed when asked and said it could be true therefore he is not going to answer.

Confusingly Bintu Kaba posted on her Instagram that Chris Brown is all she wanted as if to say she’s trying to make someone jealous or telling us something..

It another episode yet again from the country’s biggest record label, the Kabaka Multimedia & Entertainment (KME), for us to witness the departure of one of the label’s finest singers – Blesz. This came about three months after one of its best (Markmuday) was controversially or allegedly ‘driven’ out by the CEO of KME – Abu Bakarr Turay aka Kabaka.

The news about Blesz leaving came as a surprise to many music lovers after the artist made the announcement on his Facebook in the late hours of Sunday 28th July, 2019. Blesz didn’t however stated any reason for leaving nor did he mention his destination, but wished his former mates and fans well. It reads as such below :

His departure has however been rumoured among some quarters of the music industry, some saying he was not happy how things were on his career and family. There are deep allegations about his family relationship with the CEO of the label. “Blesz was always unhappy but always finding it difficult to break silence. This is something he cannot easily speak about,” an anonymous music promoter told me.

Kabaka has expressed how Blesz will be missed at KME but noted it was a pleasure working with him.
