President Julius Maada Bio Opens First Presidential Seminar for Heads of Institutions at Bintumani Conference Centre
Bintumani Conference, Freetown, Tuesday 25 February 2020 – His Excellency President Dr Julius Maada Bio has today opened the first-ever Presidential Seminar for all 83 heads of commissions, parastatals, agencies and state-owned enterprises at the Bintumani Conference Centre, Aberdeen in Freetown.
With the theme: “Consolidating the Foundation for Service Delivery”, the Seminar, among other objectives, seeks to provide the officials with political orientation and to help them accelerate effective service delivery to the last mile from 2020 and beyond, deepen the understanding of a performance management system that enhances organisational output.
Delivering his welcome address, Chief Minister, Professor David John Francis, said that the event was a historic one because it was the first time in modern Sierra Leone that a sitting President would meet with all heads of institutions at one go. He said that the seminar was important because it recognised that commissions, parastatals, agencies and state-owned enterprises were an important component of state governance.
He also mentioned that all the agencies must clearly understand, remain committed and be inspired by the President’s New Direction Agenda to change and transform Sierra Leone, and more importantly, to accelerate effective service delivery. He noted that since his election, President Bio had made consistent efforts to engage relevant stakeholders as a way of moving the country forward.
In his keynote address, President Bio said that his presence and the seminar itself was a clear manifestation of his recognition of the important role and contribution of commissions, parastatals, agencies and state-owned enterprises to the achievements of his New Direction Agenda to change and transform the lives of ordinary Sierra Leoneans.
He said that he had directed the Chief Minister to convene the Seminar because he wanted to clearly state and outline his political and governance expectations in the New Year in terms of concrete service delivery to the people, and more importantly, to focus on strategic planning and prioritisation with clear and realistic targets to achieve results.
“I have declared 2020 as the Year of Accelerated Service Delivery: I want and I expect Delivery of Results and Outcomes from you this Year and I expect to see tangible results by the 2nd and 3rd Quarters of this Year. Simply, no more excuses. We are here to get a clear understanding of my political message to motivate and inspire you to focus on getting tangible results and outcomes that will impact on the lives of the people of Sierra Leone.
“Let me commend you all for all the successes and achievements you have made in the past 22 months in Governance. But this is a New Year and this is not the time to become complacent with our achievements. The people are impatient for results to impact on their daily lives. So as a Government, we must improve on the way we run our institutions,” he said.
President Bio also challenged the various institutional heads to be bold and innovative, adding that he wanted to motivate them to be inspired and to leave a legacy in their institutions which was what the New Direction was all about. He encouraged the various institutional heads to develop the professional habit and culture of efficient political and economic management of the state.

Biography of Kracktwist and Samza of KSI Management
About Samza
Frank Samza Serry is a Sierra Leonean by blood, born to both Sierra Leonean parents. He is temne by tribe and grew up with a family of six siblings.
He attended the same institution for both his primary and secondary education; in Tintafor lungi known as Saint Augustine were he attained BECE and WASSCE levels. Samza and Kracktwist were friends from a young age, it was those days that they were both showing their interests for music through occasional freestyles. After being successful in his early education, Samza propelled to NJALA university. It was in university that Samza began to show his real passion for making music.
He was involved in many rap battle competitions, winning a huge percentage of them, were his fame began to rise. He’s an authentic krio style of rap (which he believes was irresistible) is what he was known for, together with Kracktwist. They decided to form a studio and build a musical group called BTC (Best talent collaboration) which featured Base one, Kracktwist, Samza, Latifa and Skull p. Hence BTC was a musical group and each artist is liable to go Solo. Kracktwist & Samza decided to collaborate and work as one; as they would always work together, sharing ideas, when building a new song.
The first song Samza recorded as a member of BTC was actually a song titled Free Born and it was done at freedom records in Bo Town, produced by Solo. Samza who is known for the slogan “hmmmmba” believes that the style (authentic krio with a blend of temne) that he brings to the Salone music Industry is unique. By observing the trends, he feels that he has a role to play and works hard to achieve his targets. Early 2017 Samza was signed to the prestigious KME (Kabaka Multimedia Entertainment) label alongside other artists, and have been releasing hits ever since. One of these includes the major hit song Thop.
In 2017, Samza together with his friend and mentor, krackTwist made an international collaboration with Senegal artist – Fafadi. They have also worked with big Sierra Leonean artists such as Abizzy, Shadow Boxxer and other top KME artists. In 2018 Kracktwist & Samza won the NEA Award as the Best group in the country and other awards. In March 2019 they released their second Album at the Radisson Blu Garden in Freetown. Which was very successful; making available 4 promotional songs like, Wi Jonkshon, Respect ft Shadow Boxer, Same life Remix featuring many Sierra Leone famous rappers.
Even though Samza is financially stable, he still has the feeling that he would enter the accounting field practising what he studied at university.
About Kracktwist
Ishmael Kamara who is popularly known as kracktwist whose birthday is on the 31st May in the western part of Freetown (Lumley), came from a very religious family as his father is a respectable religious leader of his community which served as a challenge to his music career.

Kracktwist’s first song was actually a group song titled ”Free Born”. This song served as the motivating factor to his career, as he did extremely well on that song.
Later he moved on and recorded a hit single titled ”University Love”, the negativity of his engineers attitude resulted in him producing songs for himself, therefore acquiring engineering skills in the process. He was spotted by the west African family in 2014 by the Ceo and founder of WAF Ent.(JAY BO) and they were signed as a sub label of WAF Ent, BTC/WAF Ent Kracktwist and his partner Samza decided to release the famous album titled ”SAME LIFE”, were they started of by recording a hit single titled ”PA ALAKI”.

Chelsea Antonio Rüdiger donates Le 1 Billion to support Free Quality Education in Sierra Leone
London, United Kingdom, Sunday 19 January 2020 – His Excellency President Dr Julius Maada Bio’s meeting with Antonio Rüdiger on the margins of the UK-Africa Investment Summit in London has yielded Le 1 Billion (USD 101,000) for Sierra Leone’s Free Quality Education initiative.
The German professional footballer, who plays as a centre back for Premier League club Chelsea, said he was donating the money as his modest contribution to the President’s flagship project, which aims to support over two million children in primary and secondary schools in the West African nation. He commended President Bio for his commitment to human capital development, adding that that was the bedrock for every national development.
Born to Sierra Leonean parents in Germany, Antonio’s parents fled Sierra Leone during the war and resettled in Germany. Rüdiger assured the President that he was committed to supporting his government’s effort at rebranding the natural resource-rich country with huge potentials for investments.
“Sierra Leone is my home. I’m not the talking type of a person, I am about action. You can count on us and do not hesitate. We are here to support your vision and agenda, especially on education. I am ready to take on my responsibility to change the narrative and image of Sierra Leone,” he said.
Sierra Leone’s Minister of Education, Dr Moinina David Sengeh, thanked Rüdiger and his team for the confidence they had reposed in the government and the support to the free quality education. He explained that every fund was directed to meet strategic plans of the ministry, adding that every decision made for the allocation of funds was also informed by data to enhance delivery and achieve results.
First Lady, Madam Fatima Maada Bio, explained the need for every girl to be educated in Sierra Leone, citing major strides that the government was making to increase school enrolment and retention for girls. The ‘Hands Of Our Girls’ campaign, she said, was designed to provide support and protect the girl child to stay in school. She expressed her gratitude, on behalf of girls in Sierra Leone, for Rüdiger’s support to the Free Quality Education. She also asked him to not only be a brand ambassador for Sierra Leone, but to also lend a voice to the campaign.
On his part, President Bio said: “The narrative about Sierra Leone must change and it is the duty of every Sierra Leonean out in the diaspora to come on board the rebranding process”. He also expressed appreciation of the donation to support free quality education. While assuring Rüdiger that the funds would be transparently utilised for the intended purpose, he also welcomed him and his team to audit the proper use of the funds at any time.
President Bio honoured Rüdiger as one of Sierra Leone’s brand ambassadors, reiterating the fact that Sierra Leoneans around the world were coming back home, keen on being part of the rebranding process. He assured the benefactors that their support would further strengthen the achievement of a developed human capital of Sierra Leoneans and capacitate them for the fourth industrial revolution.
